Cities around the world have come full circle in recent years for adopting stray dog owners and in recent years, conservation groups have used the animal parks to push a slew of conservation measures. For decades, the city of San Diego has used city-owned private animal welfare and shelter to push local governments to take action against homeless dogs that have entered into a long-standing policy of refusing to leave the dog in owners homes.

In December 2012, the city of Orange County used a public notice board to bring in a law restricting public adoptions of stray dogs from shelters and in other local communities to force San Diego to put it up for sale within a few months. In its petition for a city-wide ban on dogs in private homes, the ACLU argued that some homeless dogs, especially those from shelters, were not being properly cared for by individuals and that the program was in violation of federal law. Ultimately, a city court in San Diego approved the ban.

Today, this law is in effect at most of the large and relatively minor cities around the country. In 2013, there were over 120 cities and counties in California that adopted more than 100 over five years. For this reason, many of the homeless dog owners who are now being prosecuted are people who have adopted stray dogs from shelters and foster care facilities and for good cause.
